DESIGN
GUIDELINES & REVITALIZATION INCENTIVES
The
Design Guidelines for the Town Centre have been reformatted into
a user-friendly version. There are three panel designs based on the type
of revitalization being done: New Buildings, Façade Improvements,
and Landscape. These panels are available from City Hall at the Planning
Department.
These Design Guidelines Panels are just one of the tools that were developed
to assist downtown business operators, retailers, professionals and property
developers, in utilizing the new bylaw, Bill 14 from the Community Charter,
for revitalization tax exemption that has been put forward to City Council
for their consideration. Further details regarding the Revitalization

Increase
Residential
An attractive downtown draws new and improved
downtown residential development. Local residents extend the level of
activity, as well as provide a market for a variety of uses.
No Vacancy
An attractive downtown attracts new businesses, and consequently a
better product mix for the trade area. This also leads to new and increased
employment. A revitalized Downtown Fort Langley reports no vacancy.
Increased Assessments
An attractive downtown encourages property owners to improve their
buildings, complimenting street enhancements. Downtown Nelson municipal
tax assessments more than tripled in 10 years.
Increased Tourism Share
Currently the Shuswap draws thousands of tourists annually. A beautiful
downtown is a significant signpost for tourists, and will contribute to
the growth of this market to our area.
Increase Tax Revenue
A downtown that encourages both commercial and residential development
will provide increased tax revenue that will support other community infrastructure.
Financial Gain: Sales, total operating receipts, total rent and net operating
balances will rise. Downtown Nanaimo demands up to $15 more per square
foot than Downtown Salmon Arm.
